Scott Warren is a fellow at the SNF Agora Institute at Johns Hopkins University. He is currently leading an initiative focused on exploring, researching, and convening a pro-democracy conservative agenda in the US, with a short-term focus on election trust. This has involved organizing convenings in over 15 states across the country, conducting polling on the topic of conservatives, identity, democracy, and election trust, and catalyzing effective democracy work.

Warren is also leading efforts to bridge domestic and international democracy efforts, including catalyzing an "intermestic agenda", and organizing an Integrated Democracy Agenda Task Force to bridge domestic and foreign democracy policy. Warren is the founder of the national civics education organization Generation Citizen, where he wrote a book focused on youth political participation "Generation Citizen, the Power of Youth in Our Politics."

He writes on subjects ranging from youth political engagement to African politics to sports, and has been published and featured in the New York Times, Newsweek, Time Magazine, the Wall Street Journal, the Christian Science Monitor, Education Week, the New York Daily News, Huffington Post, San Diego Union Tribune, Sports Illustrated, Philadelphia Inquirer, and the Providence Journal.
