Do you have a bright idea for Baltimore? The $5,000 Abell Award in Urban Policy is given annually for the most compelling paper(s) carefully analyzing and offering feasible solutions to a major policy problem facing Baltimore.
All full-time students from area colleges and universities are eligible to apply.
