The Abell Award in Urban Policy is a $5,000 award given annually to the student(s) who authors the most compelling paper on a policy problem facing Baltimore City. Applicants identify a policy problem facing the city, analyze it, and propose a feasible solution based on the preponderance of evidence. The award is sponsored by JHSPH Institute for Health and Social Policy as well as the Abell Foundation.
